I have a question concerning this cartoon. I will admit I am new to politics and therefore could lack the proper background. I thought that generally Republicans disliked Entitlement programs and excessive govt. regulation of commerce (the bailout loans, cash for clunkers, etc). I understand that this power has been inferred from the commerce clause in section 8 of the constitution. Would not FEMA however, come directly from Section 8? "and provide for the common Defence and general Welfare of the United States" as supporting the welfare of the US, in the form of disaster relief? So it is an issue of inferred vs. direct constitutionality.
